This is a very distrubing report regarding internal memos of the Missouri Highway Patrol. Consider the words of Martin Niemoeller:

"They came first for the communists, and I did not speak up-
because I was not a communist; And then they came for the trade unionists, and I did not speak up - because I was not a trade unionist; And then they came for the Jews, and I did not speak up because I was not a Jew; And then they came for me-and there was no one left to speak up."
